Certificate of Non-German Educational Qualifications (German Citizens)

German citizens who hold non-German certificates of educational qualifications and wish to begin their studies at a university in Baden-Württemberg must contact the Stuttgart Regional Council of the State of Baden-Württemberg (Regierungspräsidium Stuttgart des Landes Baden-Württemberg) to have the foreign educational qualifications recognised and to establish equivalence with the general and subject-restricted German higher education entrance qualifications.

Exception: German citizens who apply for a degree programme with a centralised allocation procedure and nationwide admission restrictions (at Heidelberg University, this is Human Medicine, Dentistry, and Pharmacy) may submit their certificate of foreign educational qualifications for recognition directly to hochschulstart.de, along with their application for admission.

Please note: Recognition of the foreign certificate of educational qualifications must, however, be submitted to the Regierungspräsidium Stuttgart des Landes Baden-Württemberg and subsequently be submitted to Heidelberg University.

German citizens who hold foreign educational qualifications and who wish to pursue a degree at a university in Baden-Württemberg in a subject that is not subject to nationwide admissions restrictions must submit a written application to the Regierungspräsidium Stuttgart des Landes Baden-Württemberg requesting that their foreign higher education entrance qualification be reviewed and assessed.

Assessment Test and Subject-Specific University Entrance Qualification

If, in the opinion of the Regierungspräsidium, the foreign educational qualifications do not directly entitle the holder to study at a German university, a so-called Feststellungsprüfung (assessment test), which will then be required for obtaining a higher education entrance qualification, can be taken as part of a preparatory course at the Studienkolleg (preparatory college). Successful completion of the assessment test, together with the certificate of foreign educational qualifications, provides applicants with a subject-specific higher education entrance qualification for admission to a degree programme at a German university. Written permission from the Regierungspräsidium Stuttgart is required for participation in the assessment test. Upon approval, the Regierungspräsidium will refer the candidates to either the Heidelberg or Karlsruhe Studienkolleg as the location for the assessment test.

Heidelberg University Studienkolleg (Preparatory College)

German citizens who wish to attend the Studienkolleg at Heidelberg University and take the assessment test there must apply in writing to the International Relations Office (Dezernat Internationale Beziehungen) at Heidelberg University prior to the established deadline. The Application for Admission form for international applicants may be used for this purpose. The following documents must be submitted with the Application for Admission:

  • The school-leaving certificate obtained abroad, including the transcript of grades, with individual grades for each subject. This must be an officially certified copy of the original and an officially certified translation (German or English).
  • Transcripts for each semester of study at foreign universities, including a list of grades. An officially certified copy of the original and its translation is required.
  • If applicable, an officially certified copy of any university entrance exam taken at a foreign university, as well as an officially certified copy of its translation.
  • Documentation of German language proficiency.
  • Notification from the Regierungspräsidiums Stuttgart confirming admission to the assessment test.

Application Deadlines for Participation in the Studienkolleg with Subsequent Assessment Test

Summer Semester: 1 December to 15 January (date of receipt - deadline)
Winter Semester: 1 June to 15 July (date of receipt - deadline)

All of the application documents listed above must be received in full by the International Relations Office prior to the deadline. Applicants who would like to participate in the preparatory course at the Studienkolleg must submit the notification from the Regierungspräsidiums Stuttgart with confirmation of assignment to the assessment test by 10 August or 10 February.

In the event that one of these days falls on a weekend, the preceding Friday will be considered the deadline for submission.
